SUBJECT: Project SWEEP
Overview
The TSS project SWEEP is being formed 21 March 1972 by order of the Director as a continuation of the successful research conducted under MKSEARCH, Subproject 47. The unexpected generational effects of heightened mentation in offspring of MKSEARCH-47 subjects will be the focus of this study.
1. This multiphase project will consist of the following:
a. Identification of children aged nine to eleven within the United States public school systems who display the characteristics mentioned in Attachment C, utilizing the various methods outlined therein.
b. Analysis of identified subjects via neurological, biochemical, and psychological means. These analyses will be conducted both by qualified agents and contractors from USEL and GKRI. Use of USEL personnel will be for biochemical operations only and will need to be cleared through TOP SECRET.
c. Promotion of subjects ranking ninety-ninth percentile or higher to Project CORDON.
2. The estimated budget of the project is $45,000,000.00, although the cost could rise sharply due to a 15 year program length. A detailed budgetary analysis is included in Attachment A.
3. Included in Attachment B of this memorandum is a detailed overview of methods and requirements for approval.

“For those that don’t know, what I call the “Tavistock” conspiracy meme traces back to the Lyndon LaRouche book “Dope Inc.” (1978) which “coincidentally” appeared with the other top 3 MKULTRA books that same year: “The Mind Manipulators”; The Search for the Manchurian Candidate”; and “Operation Mind Control”.
As someone whose parents were in CIA LSD tests with doctors associated with Louis J. West MD at UCLA (my mother was turned loose in Los Angeles under the drug) and having studied the genre nearly half a century, I take exception to the tsunami of speculative theories with little evidence beyond rumor or guilt by association, if not rank paranoia. As a teenager I read Sidney Cohen MD’s copy of the CIA textbook “The Manipulation of Human Behavior” he loaned my father, who took LSD with him at UCLA under an influencer/media program. My father was close friends with John Lilly MD & his books also started my interest & it grew from there. This was a decade before the above books came out. My father also attended Esalen & I consumed their catalogs & publications while most of the relevant pop psychology books were on my father’s bookshelves. My father also worked with Richard Condon & John Frankenheimer who made the film “The Manchurian Candidate” (1962); he was JFK’s campaign photographer & also covered the RFK campaign, the latter I met at Frankenheimer’s house shortly before his assassination.
I had already concluded before MKULTRA was revealed the CIA was responsible for frying out my mother, who was a basket case throughout my childhood & teen years, so I’m not an impartial critic of the above theories, on the lighter end I call the “Acid Dreams” meme while the completely overblown “Tavistock” meme ranks up there with “shape-shifting Reptilians”. After my decades long quest an unknown document appeared on a conspiracy forum someone claimed to have hacked off a government server. It checked out in about a dozen areas for authenticity and perhaps blows over all previous theories re the CIA’s intent. This alleged Top Secret MKSEARCH document indicates a budget 2-3 times MKULTRA’s, listed as $45 Million in 1970s dollars, starting about the time the latter was revealed as “shutdown” in the Kennedy hearings.
