What is the Delphi Technique? This is an introduction to what was developed by the RAND Corporation for the U.S. Department of Defense back in the 1950s. It was originally intended for use as a psychological weapon during the cold war and is now used in town meetings, churches, and many “public” gatherings.
The Delphi technique is characterized by anonymity, that is participants only know what the group aggregate opinion after each round is without knowing who voiced which opinion. There are many ways of conducting Delphi studies; however, anonymity is one of three characteristics crucial to the methodology. What you are talking about are consensus mediations that are unrelated to Delphi.
The trick of the delphi is…”if there is dissent, we will create it”. One method is to propose something preposterous, get a negative response, have another path proposed, have a seeming outsider agree to the other path…Everyone gets on board for the originally intended proposal…It is an insidious method and depends on the normal, good intentions of people and their usual willingness to trust “officials”…Good rule of thumb; NEVER TRUST AN OFFICIAL!
